Second Competition for State-Ordered Scientific and Technical Developments Announced Under the New Mechanism

The Ministry of Education and Science of Ukraine announces a competitive selection for scientific and technical (experimental) developments under the state order, the execution of which will begin in 2026 using funds from the state budget (hereinafter – the Competition). The corresponding competition was announced by the order of the Ministry of Education and Science of Ukraine dated June 17, 2025, No. 864.

The Competition involves the selection of applications according to 16 priority topics and the defined initial technical assignments for them, approved by the order of the Ministry of Education and Science of Ukraine dated June 11, 2025, No. 840. The formation of these topics involved 10 ministries and other central executive authorities responsible in their respective areas of legal regulation.

In particular, the state needs for the priority areas were formed by the following bodies:

  • Ministry of Defense of Ukraine;
  • Ministry for Strategic Industries of Ukraine;
  • Ministry of Internal Affairs of Ukraine;
  • Ministry of Health of Ukraine;
  • Ministry of Environmental Protection and Natural Resources of Ukraine;
  • Ministry of Agrarian Policy and Food of Ukraine;
  • Ministry for Communities and Territories Development of Ukraine;
  • Security Service of Ukraine.

The topics include current tasks, the implementation of which will contribute to:

  • Strengthening the country’s defense capability;
  • Improving the quality of life of the population;
  • Improving the state of the environment;
  • Ensuring sustainable economic growth in the post-war period.

This year, the Competition for the first time allows for the submission of developments marked by urgency, which must be completed within clearly defined timeframes. The technical assignments recommend several options for implementation terms: from 12 to 24 months.

Enterprises, institutions, and organizations of any form of ownership may participate in the Competition, provided they have:

  • An effective idea for solving the problems and tasks of the technical assignment;
  • Specialists with the appropriate qualifications;
  • Material and technical base for proper execution of the development.

Developments are submitted in the form of an application for participation in the competition for scientific and technical (experimental) developments under the state order (hereinafter – the Application), together with the Technical Assignment for the execution of scientific and technical work, which is an integral part of the Application. Submission is carried out according to the chosen priority topic.

Main evaluation criteria:

  • Compliance of expected results with priority state needs;
  • Compliance with expected characteristics and requirements for scientific and technical products as defined in the technical assignment;
  • Correspondence to the declared level of technological readiness;
  • Focus of the development on obtaining a scientific and technical (applied) result suitable for practical use.

Additional evaluation criteria:

  • Availability of co-financing from small, medium, and large business entities;
  • Ability to exceed the declared level of technological readiness;
  • Potential to improve the characteristics and requirements of the final scientific and technical product;
  • Prospects for bringing the created scientific and technical product to the stage of practical application (implementation).

Submission of documents:
Applications are accepted via the National Electronic Scientific and Information System in the prescribed manner.
The deadline for submitting applications is 13:00 on July 18, 2025.
