Since May 2025, the State Scientific and Technical Library of Ukraine (SSTL) has officially served as the national coordinator of the international consortium EIFL (Electronic Information for Libraries).

EIFL is a non-profit organization that supports libraries, universities, and research institutions in 38 countries worldwide. The consortium promotes equitable access to knowledge by developing library infrastructure, providing access to electronic resources, supporting open science, advocating for copyright reform, and implementing innovations in the library sector. Key areas of EIFL activity include:

  • Access to licensed electronic resources — providing free or discounted access to scientific platforms and journals, as well as discounts on APC (Article Processing Charges) for publishing in open access.
  • Copyright and libraries — supporting reforms in copyright law to ensure fair use of information in library practice.
  • Open access — promoting the adoption of open access policies, developing institutional repositories, and supporting open access scientific journals.
  • Innovations in public libraries — implementing technological solutions to improve the welfare of communities, especially in African and Asian countries.

Due to the martial law in Ukraine, EIFL has opened free access to leading scientific resources until December 31, 2025. These include:

Participation of the SSTL in the EIFL consortium provides Ukrainian researchers, educators, postgraduate students, and librarians with access to global scientific resources, supports open science, facilitates publication in prestigious journals, and promotes the integration of Ukrainian science into the international academic community — even under conditions of limited funding and martial law.
