Ensuring the effectiveness of the automated system 'Legal Entities' in these structures was discussed in Order of the Ministry of Education and Culture No. 1199. The updated mechanism provides, in particular, that the Ministry of Education and Legal Entities subordinate to it must report quarterly on state property that is on their balance sheet. In addition, separately: about management decisions regarding objects of state property: their write-off, acceptance-transfer to other legal entities or state administration bodies, etc.

The purpose of this decision is to increase the transparency and quality of information about state real estate objects (buildings, structures, infrastructure objects, transport, etc.) in the specified structures.

The information is collected and processed by the State Scientific Institution 'Institute of Educational Analytics' (hereinafter: the Institute of Educational Analytics) with the help of JSC 'Legal Entities'. Since the introduction of the order, it has implemented a number of measures to improve this system, including the following:

• developed additional methods of processing and analyzing industry information to determine the availability of the material and technical base in educational institutions, scientific institutions, and the Ministry of Education and Culture;
• updated the information environment for the preparation of consolidated reports at the level of the field of education and their transfer to the FSMU in order to form the Unified Register of State Real Estate of Ukraine;
• developed indicators by which it is possible to identify technically outdated objects that need to be repaired, modernized or decommissioned.

In order to form the annual report, the Institute of Educational Analytics collected the first reports for the fourth quarter of 2023 according to the described mechanism. So now we have an updated array of data on all state-owned assets of educational entities.

In the future, this mechanism will help to collect on the basis of JSC 'Legal Entities' up-to-date information about the objects of state property of institutions and educational and scientific institutions, as well as to ensure a more efficient and transparent procedure for the preparation of management decisions.
