The Ministry of Education and Science of Ukraine has completed the competitive selection of universities under the CampeX (“Supporting Campuses of Excellence”) project, implemented within the joint project with the World Bank, UIHERP (“Improving Higher Education in Ukraine for Results”).

According to the results of the evaluation of the submitted proposals, 12 universities with the highest scores have been selected to proceed to the next stage — the preparation and implementation of investment projects aimed at creating and developing Campuses of Excellence.

“A strong university is a place where strong teams work and where new knowledge, technologies, and solutions for the country are created. This is the foundation of CampeX as well. For the first time, we are conducting a national selection to establish a network of Campuses of Excellence in areas that are important for Ukraine’s development: unmanned and space technologies, biotechnology, new materials, critical infrastructure, and others. And the network itself is important. These are not 12 separate university projects, but part of the systemic development of our science and higher education. The competitive stage has been completed, and now, together with the selected universities, we need to move to implementation — creating modern spaces for education and research and attracting leading researchers, students, and international partners,” said Andrii Butenko, Minister of Education and Science of Ukraine.

The 12 selected campuses are:

1. National University “Kyiv Aviation Institute” — “KAІ Campus of Excellence for Unmanned and Autonomous Technologies”;
2. Taras Shevchenko National University of Kyiv — “MateriaFuturaCampus — Centre of Excellence for Advanced NanoSmartGreen Materials”;
3. Igor Sikorsky Kyiv Polytechnic Institute — Campus of Excellence “Innovation and Education Centre for Space Technologies”;
4. Lutsk National Technical University — Engineering Nexus Campus of Excellence in the development of applied solutions for critical infrastructure;
5. V. N. Karazin Kharkiv National University — Karazin LifeTech CampeX Campus of Excellence in advanced materials and biotechnology;
6. Lviv Polytechnic National University — Campus of Excellence “Digital Health and Innovation Acceleration Centre” in medical technologies;
7. National University of Life and Environmental Sciences of Ukraine — AgroGreen-CampeX (AGROSENSE) Campus of Excellence in integrated climate-oriented agricultural systems;
8. Sumy State University — Campus of Excellence “Biomedical Research Centre” in biomaterials, medical biotechnology, and translational technologies for regenerative medicine;
9. Uzhhorod National University — “Campus of Excellence for Precision Neuromedicine and Quality of Life” in neurology and genetics;
10. Dnipro University of Technology — CampeX-CI Energy Campus of Excellence in the restoration and resilience of critical energy infrastructure;
11. Yuriy Fedkovych Chernivtsi National University — Urban Ecotone Campus of Excellence in nature-based solutions, climate regeneration, and sustainable development of urban ecosystems;
12. Ivan Franko National University of Lviv — “RE-VITA Campus for Environmental Revitalisation and Resource Management.”

CampeX is intended to contribute to the formation of a network of flagship university centres that will concentrate leading teams and capabilities in higher education, science, and innovation. The priority areas include advanced materials, agricultural technologies, unmanned technologies, biotechnology, critical infrastructure, green technologies, climate and the environment, space technologies, and medical technologies.

The creation of Campuses of Excellence is expected to contribute to systemic changes in science and higher education, the development of interdisciplinary ecosystems, and the creation of modern spaces for education, research, and innovation.

“The World Bank systematically and consistently supports the development and modernisation of Ukrainian universities within the UIHERP project, as this is first and foremost an investment in human capital and, as a result, in Ukraine’s resilience and development. The Campus of Excellence (CampeX) initiative aims to support universities in establishing Centres of Excellence in strategic areas for Ukraine and strengthening their capacity for research and innovation. These centres will serve as platforms for talent development, the creation of new knowledge, and practical solutions for the country’s recovery and modernisation. They will also help strengthen links between Ukrainian higher education institutions and the European community in education, research, and innovation,” said Bob Som, World Bank Regional Director for Eastern Europe.

Investments in CampeX may include the purchase of modern research and educational equipment; renovation and reconstruction of university research and educational spaces; energy modernisation; IT and network infrastructure and specialised software; as well as international certification and accreditation, expert support, training, and other activities for campus development. Particular emphasis will be placed on the research intensity of the future spaces and their alignment with the priorities of Ukraine’s WINWIN 2030 Innovation Development Strategy.

The CampeX competition was announced in December 2025. In May–August 2026, following the stages of universities expressing their interest and preparing and submitting investment proposals, applications from higher education institutions underwent a comprehensive assessment by an independent expert commission.
