The Ministry of Education and Science of Ukraine has completed the first stage of the state attestation of research institutions and higher education institutions engaged in scientific (scientific and technical) activities. Final results have been determined for the evaluation of research performance in two key areas: Agricultural and Veterinary Sciences and Social Sciences.
The state attestation is conducted to assess the effectiveness of research activities, determine institutional potential, and implement additional performance-based research funding.
This year’s assessment is being carried out using a new methodology, developed with the participation of relevant stakeholders and approved by a registered order in 2024. The methodology combines quantitative indicators (37 parameters, including publication activity, international cooperation, attracted funding, patenting, and expert activities of the institution, etc.) with qualitative assessments—evaluating the impact of the institution's scientific results on the development of science, national defense, the economy, and Ukrainian society as a whole.
For the first time, the attestation is being conducted separately across seven scientific domains, taking into account their specific characteristics. The process is fully implemented in digital format through the National Electronic Research Information System (URIS), which ensures transparency, partial automation of data collection, expert evaluation generation, and effective interaction among all stakeholders.
Each institution’s impact was evaluated by three independent experts, including international ones, which ensured the objectivity and high quality of the assessment.
