The State Scientific and Technical Library of Ukraine (SSTL of Ukraine) has prepared methodological guidelines for calculating the share of articles from scientific periodicals cited in sources indexed in the international scientometric databases Web of Science Core Collection and Scopus. The document was developed in response to the entry into force of Order of the Ministry of Education and Science of Ukraine No. 56 of January 19, 2026, which updates the criteria for evaluating scientific journals during the formation of the List of Scientific Professional Publications of Ukraine.
According to the updated requirements, one of the important indicators for evaluating scientific journals, particularly publications classified as Category “B”, is the share of articles cited during the previous two years in publications indexed in the Web of Science Core Collection and/or Scopus databases. As defined in Appendix 4 to the Procedure for forming the List of Scientific Professional Publications of Ukraine, this indicator must exceed 10% or 25%, reflecting the level of scientific impact and international visibility of a journal.
In order to support editorial teams of scientific journals, publishers, and research institutions in understanding and applying the new requirements, specialists of the SSTL of Ukraine prepared a practical guideline explaining possible approaches to the approximate calculation of this indicator using available citation-search tools in international scientometric resources.
