The Ministry of Education and Science of Ukraine is conducting two competitions for scientific projects.

The first competition involves the selection of projects in fundamental scientific research, applied scientific research, and scientific-technical (experimental) developments. These projects are to be carried out by higher education institutions and research institutions under the jurisdiction of the Ministry of Education and Science of Ukraine.

The competition is conducted in two stages:

• From September 12 to October 12, 2023: Submission of projects by higher education institutions and research institutions.
• From October 12 to December 12, 2023: Competitive selection of projects.

The results of the selection will be announced by December 15, 2023.

Key innovations of this competition include:

• Focus on priority themes from the list of major scientific (scientific-technical) problems of key ministries, government agencies, and organizations to address real issues in defense, security, economics, and society in Ukraine.
• Conducting the competition using a new module of the National Electronic Scientific Information System, which enables clear identification of projects, researchers, and experts, as well as data protection through electronic signatures (ECP), BankID, or Diia.Sign.
• Automatic distribution of projects among experts and the sending of expert opinions to project leaders through their electronic accounts after the competition.
• Increased emphasis on evaluating the content of projects.
• Determination of principles for the allocation of funding among sections, taking into account the need to support strategically important sectors for the Ukrainian economy and defense.
• Determination of principles and mechanisms for involving the Ethics Committee of experts.
• Focus on timely completion of the competitive selection to allow for project funding to commence in early 2024.

The second competition is for fundamental scientific research projects, applied scientific research, and scientific-technical (experimental) developments by young scientists.

Participation in this competition is open to groups of young scientists who work or study at higher education institutions or research institutions subordinate to the Ministry of Education. Individuals who qualify as young scientists according to the Law "On Scientific and Scientific-Technical Activity" can also be part of the project team.

The deadline for project submission is October 24, 2023, and the results of the competition will be announced by December 22, 2023.
