Biography
Alla Zharinova, Doctor of Economic Sciences, Professor
Alla Zharinova graduated with honors from the Kirovohrad Institute of Agricultural Engineering in 1980 with a degree in mechanical engineering. She later obtained qualifications in intellectual property management from the Intersectoral Institute for Advanced Training at Kharkiv Polytechnic Institute (2002) and a law degree from the Odesa National Law Academy (2007).
From 1993 to 2014, she held leadership positions in various research institutions and organizations, including the Ukrainian Institute of Scientific, Technical, and Economic Information, the Ukrainian Institute of Industrial Property, the Ukrainian State Center of Radio Frequencies, and the Kyiv National University of Construction and Architecture.
From 2014 to 2016, she served as Head of the State Intellectual Property Service of Ukraine. Since 2017, she has been Director of the State Scientific and Technical Library of Ukraine (SSTL), overseeing its successful state certification as a research institution.
Since 2019, she has chaired Technical Committee 144 "Information and Documentation", which develops, approves, and maintains national standards in library science, documentation, publishing, archiving, records management, museum documentation, and informatics.
She leads the research project "Development of the National Electronic Research Information System (URIS) and Implementation of Its Modules." Her primary research interests include enterprise economics, scientific communication, open access, open science, and scientometrics. She has authored over 150 scientific publications and serves as a member of a Specialized Academic Council for dissertation defense.
She has received state honors and awards for her contributions to science and research infrastructure.
