NORMATIVE AND LEGAL FUNDAMENTALS OF MON

According to the Regulations on the Ministry of Education and Science of Ukraine (hereinafter - MES) is one of the central executive bodies. In its activities, the relevant educational department is guided by the Constitution and laws of Ukraine, presidential decrees, resolutions of the Verkhovna Rada, adopted in accordance with the Constitution and laws of Ukraine; acts of the Cabinet of Ministers and other bylaws. Some of the proposals are approved by the Ministry of Economy before being submitted to the government.

The Ministry of Education and Science is headed and managed by the Minister. The powers of the head of the civil service in the department are exercised by the Secretary of State of the Ministry of Education and Science, who is accountable to and under the control of the Minister.

The structure of the staff of the Ministry of Education is approved by the Minister, and the staffing and budget are approved by the Secretary of State of the Ministry of Education and Science in agreement with the Ministry of Finance.

The main function of the Ministry of Education and Science is the formation and implementation of state policy in the field of education and science. The Ministry also manages comprehensive supervision of scientific, scientific-technical and innovative activities, transfer, ie transfer of technologies; ensuring state supervision over the activities of purely educational institutions of all forms of ownership, and enterprises, institutions and organizations that provide educational services or act as intermediaries in their provision. This is defined in a broad sense. In fact, the functionality of the department is much broader than this concise definition.
