The Ministry of Education and Science of Ukraine reports that, in connection with information from the State Treasury Service of Ukraine, a so-called “deferral” is to be made for part of the expenditures under the MESU budget programme 2201390, “Support for Priority Areas of Scientific Research and Scientific and Technical (Experimental) Development, Scientific and Scientific and Technical Activities of Higher Education Institutions and Research Institutions,” amounting to UAH 168 million, from September to December 2026. This amount represents approximately 3.4% of the programme’s annual funding and is not critical.

At the same time, annual funding for research institutions and higher education institutions is not being reduced. The funds in question are not being withdrawn from the budget programme; rather, their use is being deferred until December. This transfer should not affect salary-related expenditures, including bonuses based on the results of state certification.

To ensure the necessary changes to funding plans, the State Treasury Service of Ukraine has temporarily suspended payments under this programme for all institutions and establishments within the MESU network. This is a technical procedure required to defer the expenditures.

We expect the Treasury to complete the changes within 24 hours. After that, payments under the programme are expected to resume.

In the event of any other delays or payment blockages, please officially notify the Ministry of Education and Science of Ukraine so that further communication with the Ministry of Finance of Ukraine can be arranged.
