The Cabinet of Ministers of Ukraine has approved the draft law “On Support and Development of Innovation Activities.” This document will establish modern mechanisms to support science and business, eliminate excessive bureaucracy, and define a new institutional management structure in the field of innovation.
"We have introduced a new logic for state support. Now business and science will receive concrete tools for development — from innovation grants and vouchers to public procurement. Startups, science parks, defense and digital technologies are actively developing in Ukraine and require new incentives and transparent rules. This is not just about the economy; it is about Ukraine’s post-war recovery at a modern technological level," emphasized Denis Kurbatov, Deputy Minister of Education and Science of Ukraine.
Key Changes:
- New support instruments – grants, innovation vouchers, public procurement, concessional lending (full or partial interest-free loans, interest compensation up to 50%), public-private partnerships, R&D financing.
- Removal of bureaucratic barriers – elimination of mandatory examination and registration of innovative projects.
- Clear policy objectives – increasing economic competitiveness, developing the startup ecosystem, supporting science and business, and delineating responsibilities among the Ministry of Education and Science (MON), Ministry of Economy, Ministry of Digital Transformation, Ministry of Health, Ministry of Defense, and other central executive authorities.
- Incentives for business – financial instruments to reduce risks, creating guaranteed demand through public-private partnerships, and innovation infrastructure to facilitate effective collaboration.

- Strengthened interaction between science and business through new state support methods and effective innovation infrastructure.

The draft law was prepared as part of the WINWIN 2030 strategy, which includes the development of startup schools, science parks, the Science.City initiative, and new financing mechanisms to unite science, business, and government into a single innovation system.
