The Ministry of Education and Science of Ukraine is expanding analytical tools based on the results of the evaluation of scientific institutions and universities. In the National Scientific Information System (https://atestat.nauka.gov.ua/uk/atestat-2025, tab 2), it is now possible to see the contribution of individual departments and laboratories to the overall result of the institution. This allows for a more objective assessment of the effectiveness of subdivisions and targeted distribution of additional funding to the most productive structures and their staff.
In 2024, the government introduced for the first time an updated system of state evaluation, developed based on the best practices from the United Kingdom, Germany, and Poland. The evaluation covered both quantitative indicators (publications, citations, international cooperation, funding) and a qualitative analysis of the impact of research on science, the economy, defense, and society.
On July 30, 2025, the government approved the procedure for fund allocation — contracts for UAH 155 million of additional basic funding have already begun. The allocation formula takes into account:
For the first time, funds are directed directly to departments and laboratories according to their contribution to the evaluation results, primarily supporting salary increases for researchers.
The state evaluation of scientific institutions and higher education establishments became possible thanks to expert and analytical support provided within the framework of the joint project of the Ministry of Education and Science of Ukraine and the World Bank “Ukraine Improving Higher Education for Results” (UIHERP), as well as thanks to the URIS system developed by the State Scientific and Technical Library of Ukraine (SSTL).
