The First Wave of Extraordinary Evaluation for Research Institutions and Universities Has Started

On 11 December 2025, the first wave of extraordinary state evaluation began for research institutions and higher education institutions that, for various reasons, did not participate in the basic evaluation. Submission of documents is carried out through the “State Evaluation” module of the URIS system.

The submission deadline is 12 January 2026 at 13:00.

The extraordinary evaluation is conducted under the same rules and requirements as the basic one. The reporting periods for evaluation materials also remain unchanged:

  • for research institutions — 2019–2023,
  • for higher education institutions — 2020–2024.

Please note that institutions participating in the extraordinary evaluation will not be eligible for additional funding in 2026, as resource allocation is linked to timely participation in the basic evaluation.

The evaluation is available in six fields:

  • agricultural and veterinary sciences;
  • biomedical sciences;
  • humanities and arts;
  • engineering and technology;
  • natural and mathematical sciences;
  • social sciences.

Important:

  1. To participate, institutions and HEIs must submit an official letter to the Ministry of Education and Science explaining the reasons for not taking part in the basic evaluation.
  2. Institutions and universities that have already successfully completed the regular state evaluation do not participate in the extraordinary one.
