The Government approved the implementation of 32 developments within the program of state order and changed the procedure for the use of funds to support priority research areas of the National Academy of Sciences of Ukraine (NASU)

On September 29, 2023, during a meeting of the Cabinet of Ministers of Ukraine, two important decisions were adopted regarding the support of Ukrainian scientists.

First, the Government approved the List of scientific and technical (experimental) developments within the framework of the implementation of the state order for the most important scientific and technical (experimental) developments and scientific and technical products in 2023. The relevant list was formed by the Ministry of Education and Science of Ukraine on a competitive basis.

In total, 32 scientific and technical developments were approved for implementation in 2023 with a total funding volume of 40,421 thousand UAH, including:

  • 18 projects, the implementation of which was started in 2022 and will be completed by December 2023 (29,355.6 thousand UAH);
  • 14 projects selected as a result of the 2023 competition (11,065.4 thousand UAH).

These developments are aimed at achieving applied results brought to the stage of practical use to promote the development of the economy, society, and the strengthening of national security, particularly through the development of dual-use technologies.

Additionally, the Cabinet of Ministers of Ukraine approved changes to the procedure for the use of funds under the budget program of the National Academy of Sciences of Ukraine "Support for the development of priority directions of scientific research."

This will improve the mechanism for allocating funds to support priority directions of scientific research and scientific and technical (experimental) developments of the NASU. Specifically, expenditures will be directed towards primarily applied research and developments (their share should be at least 70% of the total volume of work) in line with global trends in scientific and technological development and in accordance with legislatively defined priority areas of science and technology development.

The priority research areas and developments for which support will be provided under the budget program will be specified by the NASU within the next two years. The allocation of funds will be carried out on a competitive basis.

Funds will be allocated to scientific divisions of the NASU classified as category A based on evaluation results according to the Methodology for evaluating the effectiveness of the activities of scientific institutions of the National Academy of Sciences of Ukraine.

The implementation of this Cabinet resolution will increase the efficiency of budgetary funds utilization and ensure the concentration of financial resources to support the most important research and developments for the country.
