The Ministry of Education and Science of Ukraine Has Completed the Competitive Selection of Ukrainian Academic Journals for Financial Support

The Ministry of Education and Science of Ukraine (MESU) has summarized the results of the competitive selection for providing financial support to Ukrainian academic professional journals for 2026–2027 that are indexed in international scientometric databases Scopus and/or Web of Science Core Collection.

This selection became the first institutional mechanism introduced by MESU to support academic journals demonstrating stable quality indicators and international integration. It establishes a systematic and transparent model of state support for leading Ukrainian scholarly journals based on clear and publicly available criteria.

About the Competition

The competition was conducted in accordance with the Resolution of the Cabinet of Ministers of Ukraine dated August 26, 2025 No. 1032 and MESU Order No. 1291 dated September 26, 2025.

Applications were submitted via the URIS system. Eligible journals included those that, in particular, have been indexed in Scopus and/or Web of Science Core Collection for at least two consecutive years and hold Category “A” status in the List of Professional Academic Journals of Ukraine.

Evaluation Process

Applications were evaluated by a dedicated competition commission in accordance with the approved methodology, taking into account, among other criteria:

  • the journal’s impact indicators (quartile, percentile, etc.);
  • compliance with the principles of academic integrity;
  • adherence to editorial policy and publication ethics;
  • inclusion in the Directory of Open Access Journals (DOAJ);
  • free publication for Ukrainian researchers.

Based on the results of the commission’s work, MESU approved the list of Ukrainian academic professional journals identified as winners of the competition and recommended for financial support.

The final list of winning journals was approved by MESU Order No. 149 dated February 3, 2026.

Financial Support for Winning Journals

Financial support is provided to the winners over a two-year period in equal installments of UAH 350,000 per year. The support is aimed at activities that facilitate international integration and improve publishing quality, including:

  • development of open access;
  • editorial and technical support;
  • translation and editing of English-language content;
  • software acquisition;
  • professional development of editors and reviewers, and related activities.

Next Steps

Winners of the competitive selection will conclude financial support agreements with the Ministry of Education and Science of Ukraine. In the event that a winner declines, the opportunity to conclude an agreement may be offered to the next applicant on the ranking list.

Background Information

The competition was conducted within the limits of actual revenues to the special fund of the state budget from the European Union assistance instrument.
