The Ministry of Education and Science of Ukraine informs that higher education institutions under the authority of the Ministry of Education and Science may already begin calculating salaries based on the new amounts of official salaries for pedagogical and academic staff. Funding from the Ministry to institutions for January will be transferred by the end of the month, while payments to employees will be made in accordance with the salary payment schedules approved by each institution.

As of 1 January 2026, official salaries (tariff rates) in the public sector are calculated based on the official salary of an employee of the 1st tariff grade of the Unified Tariff Scale, set at UAH 3,470. Along with official salaries, allowances and additional payments linked to them are also being revised.

Separately, for pedagogical and academic staff of state- and municipally owned institutions and establishments, an increase in official salaries by 40% has been introduced as of 1 January 2026. For those for whom a 10% increase had already been in effect, the actual increase in January amounts to approximately 30%.

Funding for salary payments in higher education institutions financed from the general fund of the state budget is provided within the framework of the Ministry’s budget programmes. In January, the Ministry completed the distribution of expenditures among institutions and is transferring funds to higher education institutions to enable the calculation and payment of salaries under the updated conditions within the January payroll cycle.

Important: the increase applies to official salaries and payments financed from the relevant budget (state or local). If an employee’s remuneration is paid from other sources (in particular, from special funds), decisions regarding the level of payments are made by the institution within the framework of legislation and its own financial capacity. This is why the introduction of an indicative cost of contract-based education is important—to align the actual cost of education for all students and to ensure salary increases for all teaching staff.

For reference. The Government has announced a phased increase in remuneration for pedagogical and academic staff: starting from 1 January 2026, with the next stage planned for 1 September 2026.
