The Ministry of Education and Science of Ukraine invites public discussion on the draft order "On Amendments to the Procedure for Forming the List of Scientific Professional Publications," approved by the Ministry of Education and Science of Ukraine Order No. 32 of January 15, 2018.

The draft act proposes to revise the Procedure for Forming the List of Scientific Professional Publications in a new version.

Among the main innovations proposed in the draft act for public discussion are:

• Changes to the principles of forming the List of Scientific Professional Publications of Ukraine;
  
• The creation of a new advisory body under the Ministry of Education and Science — the Commission on Publication Ethics and the Formation of the List of Scientific Professional Publications;
  
• A simplified procedure for publishers to submit applications for consideration of the inclusion of scientific publications in the List;
  
• Classification of scientific professional publications of Ukraine into category “B” by clusters;
  
• Changes to the principles for forming editorial boards of scientific publications;
  
• The formation of ranking lists of scientific publications within clusters based on the evaluation by the Commission;
  
• A list of characteristics of predatory practices by scientific periodicals;
  
• The exclusion of publications from the List if predatory publishing practices are used, or if they collaborate with paper mills.
