The presentation of the Global Innovation Vision WINWIN took place, jointly presented by the Ministry of Education and Science and the Ministry of Digital Transformation. This vision outlines the key directions for the country's development in both domestic and foreign policy contexts.
"The government is working on the Innovation Development Strategy of Ukraine until 2030 and has already developed a series of regulatory documents to support innovation activities in Ukraine. The main thing is to remove bureaucratic barriers that stifle initiative. Create a competitive market where anyone with talent and initiative can implement their business project and contribute to economic growth," says Prime Minister of Ukraine Denys Shmyhal.
The vision consists of three sections and an action plan: innovation ecosystem, support for the innovation ecosystem, and the development of priority sectors. The gradual implementation of the innovation vision will help the country make an economic leap and create favorable conditions for the development of business, education, and science.
"Innovations should become our national idea. Innovative entrepreneurship is a crucial factor for the rapid reconstruction and support of the country's transformation process. Therefore, the implementation of this innovation vision is an important document that will help us correctly determine the vectors of development for an innovative future. I thank the Prime Minister for understanding the importance of the role of innovations in the country's economy," notes Vice Prime Minister for Innovation, Education, Science, and Technology Development, Minister of Digital Transformation Mykhailo Fedorov.
The growth of the population, security challenges in geopolitics, global climate change, migration flows, the development of the digital economy, and the regionalization of international production pose challenges and new opportunities for Ukraine's innovative potential. A strategy is needed for Ukraine to be able to react quickly and effectively to changes.
"The United States and Ukraine share a strong desire to support Ukrainian innovation, research, and entrepreneurship. We support innovation in Ukraine not only because it is a guarantee of rapid economic growth but also because the world benefits from it. The Global Innovation Vision presented by the Ministry of Digital Transformation will be a powerful platform for a strong, secure, and competitive Ukraine. We are proud to support the development of Ukraine's innovative ecosystem," says Theodora Dell, Acting Director of the USAID Mission in Ukraine.
Among the tasks of state policy in the field of innovation activity are the formation of a system of measures to stimulate innovation activity, the development of support for Ukraine's innovative potential, ensuring regulatory and legal regulation in the field of innovation activity, creating a smart infrastructure, promoting the development of an education system aimed at preparing highly qualified personnel for participation in innovation activities, and ensuring effective interaction between science, the public sector, and business.
"Human beings remain at the center of innovation creation, but every researcher and business needs infrastructure, organizational, and financial support. We present the Global Innovation Vision and officially announce the start of its public discussions. The priority areas of the vision are medtech, edtech, AI, borderless economy, biotech, greentech, cybersecurity, semiconductors, fluid economy, digital economy, argitech, etc.," says Deputy Minister of Digital Transformation for European Integration Valeriia Ionan.
The vision will work to strengthen the Ukrainian innovation system and develop a comprehensive state policy to support and stimulate innovative technologies. The main role of the state is to create the most favorable conditions for national and local companies, educational, and scientific institutions. Therefore, the presentation of the Global Innovation Vision is a significant step in demonstrating the potential of the state.
Anyone interested can also participate in public discussions of the vision, which will last for a month. After their completion, the document will be approved by the Cabinet of Ministers, and the vision will become the official state strategy.
The Global Innovation Vision of Ukraine was created at the initiative of the Ministry of Digital Transformation of Ukraine in collaboration with the Ministry of Education and Science of Ukraine with the support of the USAID project "Cybersecurity of Critical Infrastructure in Ukraine."
