EIFL has published an updated list of scholarly journals in which corresponding authors from Ukraine will be able to publish their articles in open access format in 2026, either free of charge or with discounted Article Processing Charges (APCs).
Within the framework of cooperation with library consortia, EIFL has concluded 15 agreements with leading academic publishers, providing preferential publishing conditions for Ukrainian researchers.
The State Scientific and Technical Library of Ukraine (SSTL of Ukraine) acts as the leader of the national library consortium, coordinating collaboration with EIFL and supporting the expansion of open access publishing opportunities for the Ukrainian research community.
The full list of journals participating in these agreements is available for download in the attached file:
“List of journals for corresponding authors from Ukraine (APC waivers and discounts)”.
Detailed information on each publisher agreement, as well as instructions on how to benefit from APC waivers or discounts, can be found on the EIFL website:

We encourage libraries, research institutions, and scholars to share this information widely within the academic and research community.
Additionally, the SSTL of Ukraine will soon announce information on publications by Ukrainian researchers in open access journals from EIFL partner publishers for 2025.
