Due to significant interest from other ministries in addressing new technological challenges within their areas of responsibility, the Ministry of Education and Science of Ukraine announces an additional competitive selection for scientific and technical (experimental) developments under the state order, the implementation of which will begin in 2026 using funds from the state budget (hereinafter – the Competition).

The Competition is conducted in accordance with the Ministry of Education and Science Order No. 1393 dated October 24, 2025, and involves the selection of developments in 11 priority areas. These areas, together with the initial technical assignments for the execution of scientific and technical work, have been prepared by five ministries and other executive authorities, namely: the Ministry of Defense, the Ministry of Digital Transformation, the Ministry of Education and Science, the Security Service of Ukraine, and the State Special Communications Administration, and were approved by the Ministry of Education and Science Order No. 1379 dated October 21, 2025.

Key differences of the additional competition include:

• Reduction of the project execution period to 12 months;
  
• Raising the expected level of technological readiness to at least TRL 5 (technology validated in a relevant environment).
  

These developments are aimed at producing applied results that are as close as possible to implementation and scaling. Their implementation will contribute to:

• Increasing the technological capacity of the country and the resilience of critical infrastructure;
  
• Ensuring cybersecurity in information systems and networks;
  
• Improving and digitalizing processes for the exchange of scientific and technical information containing restricted data;
  
• Forming lists of priority directions for scientific, scientific-technical, and innovative activities in Ukraine.
  

Enterprises, institutions, and organizations of any form of ownership may participate in the competition, provided they have employees with the relevant qualifications, equipment, and material-technical base for carrying out scientific and technical developments. Applications must be submitted together with the technical assignment, which is an integral part of the development.
