Call for Applications: Verkhovna Rada of Ukraine Borys Paton Scholarship for Young Scientists (2027)

The Ministry of Education and Science of Ukraine announces the opening of the call for applications for the competitive selection for the Verkhovna Rada of Ukraine Borys Paton Scholarship for Young Scientists for 2027.

The scholarships are awarded in accordance with the Regulation on the Verkhovna Rada of Ukraine Borys Paton Scholarship, approved by the Resolution of the Verkhovna Rada of Ukraine dated 4 December 2025 No. 4712-IX “On Approval of Regulations on the Prizes and Scholarships of the Verkhovna Rada of Ukraine”.

Eligibility Criteria

Citizens of Ukraine may participate in the competition if they:

  • as of 31 December of the year following the year of the competition are young scientists aged up to and including 35 years holding a Candidate of Sciences degree (Doctor of Philosophy), or scientists aged up to and including 40 years holding a Doctor of Sciences degree;
  • have significant scientific achievements in conducting fundamental and/or applied research and scientific and technical (experimental) developments;
  • are conducting important fundamental and/or applied scientific research;
  • work in Ukraine and have the opportunity to carry out scientific (scientific and technical) activities within Ukraine.

Eligible Works

The scholarship project must demonstrate a high level of readiness and possess the potential for an outstanding scientific achievement, the completion of which is feasible within one year of receiving the scholarship.

Scholarship Conditions

  • Up to 50 scholarships are awarded annually, including up to 5 scholarships for scientific (scientific and technical) works containing information classified as state secrets.
  • The scholarship is awarded for one year with a monthly payment equivalent to five subsistence minimums for able-bodied persons established as of 1 January of the year the scholarship is granted.
  • Re-appointment of the scholarship for a different project is possible no earlier than two years after the previous award.
  • Nominations are submitted by decision of the academic (scientific, scientific-technical, or technical) council of the institution (at the main place of employment or part-time appointment).

The academic council does not have the right to:

  • simultaneously nominate the same candidate for several prizes and/or scholarships of the Verkhovna Rada of Ukraine, the President of Ukraine, or the Cabinet of Ministers of Ukraine for different scientific works if payments are made within the same calendar year;
  • repeatedly nominate the same scholarship work for a scholarship and/or prize of the Verkhovna Rada of Ukraine, the President of Ukraine, or the Cabinet of Ministers of Ukraine.

The decision of the academic council is adopted by secret ballot without the participation of the nominee.

Submission Procedure

Based on the decision of the academic council, institutions prepare a nomination letter addressed to the Committee of the Verkhovna Rada of Ukraine on Education, Science and Innovation, together with a complete set of the nominee’s documents in two hard copies and an electronic version on a flash drive. The package, accompanied by a cover letter, must be submitted to the Ministry of Education and Science of Ukraine at:

or, as appropriate, through the relevant central executive authorities, the National Academy of Sciences of Ukraine, or national branch academies of sciences.

Scholarship works containing information classified as state secrets must be submitted during the same period to the Security Service of Ukraine.
