The Ministry of Education and Science of Ukraine, the Ministry of Education, Science and Sport of the Republic of Lithuania, and the Research Council of Lithuania Announce a Call for Joint Ukrainian-Lithuanian Research Projects for 2026–2027
Applications will be accepted from March 10 to May 12, 2025 (until 17:00).
Call Theme: "Ukrainian-Lithuanian Scientific Cooperation for Strengthening Security, Resilience, and Promoting Integration."
Priority Research Areas:
🔹 Secure Infrastructure
- Critical cybersecurity measures for critical infrastructure, including government institutions and financial systems.
- Protection technologies against chemical, biological, radiological, nuclear, and natural threats.
- Border security technologies—advanced surveillance and detection systems.
🔹 A Resilient Society and State
- Functioning and capacity of government authorities for post-war reconstruction and recovery.
- Solidarity and mutual trust in society.
- Culture as a factor in societal and state resilience.
- Strengthening democratic values and societal resilience against disinformation.
- Restoration of contaminated environments (soil, biocoenoses, forests, water resources, air).
- Research on methods for economic, agricultural, and environmental recovery after military conflicts and man-made disasters.
🔹 A Safe Person
- Community safety initiatives: urban and rural security, crime prevention, and emergency response.
- Mental health support systems: development of assistance programs for conflict-affected individuals, including trauma counseling.
- Innovations in personal protective equipment (design and production) for civilians in conflict zones.
- Health: access to emergency medical services, innovations in telemedicine, and public health initiatives.
- Research and development of new educational programs in defense, technological crises, risk assessment, environmental restoration, and public health.
Eligibility: The call is open to research groups from higher education institutions and research organizations in Ukraine and Lithuania.
📌 Applications must be submitted via the National Electronic Research Information System by May 12, 2025 (until 17:00). 📌 Funding covers travel, accommodation, research expenses, and salaries for Ukrainian researchers. 📌 The selection process includes document verification, scientific evaluation, and assessment by a joint Ukrainian-Lithuanian commission.
Application Requirements: Applications must be completed sequentially in Ukrainian and English within a single file (all requirements for each section of the application are specified in the application file). The following scanned original documents must be attached in PDF format:
- Cover Letter: On the letterhead of the applicant institution, addressed to the Ministry of Education and Science of Ukraine, including the project title, priority research area, names of the Ukrainian and Lithuanian project leaders, and a list of attachments. The letter must confirm that the Ukrainian project leader is employed full-time at the applicant institution and has spent at least six of the past 12 months working in Ukraine. It must also confirm that the research topic is not funded from the state budget under other competitions.
- Confirmation Letter from the Lithuanian Partner Organization: On the letterhead of the partner institution, addressed to the head of the applicant institution, confirming the project title (which must match the application form) and the names of both the Lithuanian and Ukrainian project leaders.
- Document Confirming No Restricted Information in the Application: A statement confirming that the project proposal materials do not contain restricted-access information.
- CVs of the Ukrainian and Lithuanian Project Leaders: The Ukrainian leader’s CV must be provided in both Ukrainian and English, while the Lithuanian leader’s CV is required in English only.

Applicants selected as winners must submit original documents in paper form when signing the research agreement with the Ministry of Education and Science of Ukraine.
Only applications that meet the specified requirements and are submitted on time will be considered.
