Biography
Mr. Novoseltsev has over 30 years of professional experience in the field of energy efficiency and energy management in energy and industrial enterprises, communal utilities and in public and residential buildings through the energy services projects based on Energy Performance Contracting (EPC). He has taken active participation in creation of the wholesale electricity market in Ukraine. As a project manager of Ukrainian Energy Saving Service Company, he has developed and implemented three turnkey ESCO projects under EBRD loan, which based on EPC. Mr. Novoseltsev is a famous scientist in the field of modeling in energy, corresponding member of the National Academy of Sciences (NAS) of Ukraine (2006), candidate of technical sciences, PhD, (1980), doctor of technical sciences, Dr. Sn. Habil. (1992). He published 10 monographs, 14 preprints, more than 140 scientific articles and presentations at international conferences in the USA, Japan, France, Germany, Canada, Hungary, Bulgaria, Poland, Ukraine and received 62 copyright certificates for inventions.
