Біографія

Viktoriia Nazarkina entered the Ukrainian Academy of Pharmacy with a degree in Pharmacy in 1992 and graduated with honors as a pharmacist in 1997. She received a master's degree in Pharmacy with highest honors in 1998. She has a second higher education in economics - she graduated from the Kharkiv Humanitarian University “People's Ukrainian Academy” with a degree in Business Economics (qualification - “Specialist in Economics of Enterprise”) in 2008.

From 1998 to 2001, she studied at the postgraduate course of the National University of Pharmacy full-time. In 2002, she defended her dissertation for the degree of Candidate of Pharmaceutical Sciences on the topic: “Scientific substantiation of aspects of social and labor relations management in the pharmaceutical industry”, in 2005 she was awarded the academic title of associate professor. In 2021, she defended her doctoral dissertation on “Theoretical and applied substantiation of the socio-economic system of pricing medicines on the basis of health technology assessment” in the specialty 15.00.01 - drug technology, organization of pharmaceutical activities and forensic pharmacy. She was awarded the academic title of Professor in 2023.

She worked as a senior laboratory assistant at the Department of Social Sciences of the Ukrainian Academy of Pharmacy (since 1998), a senior lecturer at the Department of Pharmacy Management and Economics of the Institute of Advanced Training of Pharmacy Specialists of the National University of Pharmacy (2001-2004), Associate Professor (2005-2023), Professor (2023-2024) of the Department of Organization and Economics of Pharmacy of the National University of Pharmacy, and since 2024 has been a Professor of the Department of Social Pharmacy.

Author of more than 600 scientific and educational works (8 monographs, 12 textbooks, 56 manuals, 80 methodological recommendations, 2 information lists, 6 copyright certificates and more than 100 scientific articles in Ukrainian and foreign scientific journals, educational and methodological literature, abstracts at international and Ukrainian scientific events of various levels, etc.

Areas of research: pricing of medicines, public administration and state regulation in the field of health care and pharmacy, health technology assessment, public procurement in health care; pharmaceutical care for patients with rare diseases.

He has 3 Doctors of Philosophy degrees.

Public activity: member of the public organization “Kharkiv Regional Association of Pharmacists”. Member of the working group on the development of the professional standard “ Expert in Health Technology Assessment”, Expert of the National Qualifications Agency. Participation in the development of draft regulations (the Law of Ukraine “On Medicines”, orders of the Ministry of Health of Ukraine); justification of pilot projects on reference pricing and the Concept of Import Substitution, draft resolution of the Cabinet of Ministers of Ukraine №1300 “On Approval of the Procedure for Conducting State Evaluation of Medical Technologies”.

Teaches educational components: organization and economics of pharmacy, public administration of the healthcare system and pharmaceutical provision of the population, health technology assessment, harmonization of the public procurement system with EU standards, public procurement in the healthcare system.
