The Ministry of Education and Science of Ukraine has developed a comprehensive set of methodological materials and recommendations for higher education institutions and research organizations on the implementation of open access and open science practices.

These documents provide practical approaches to designing and implementing institutional open access strategies, organizing research data and output management processes, as well as improving the functioning of institutional repositories and open services. The development of these materials is предусмотрено (envisaged) by the National Open Science Plan.

The materials are recommended for use to enhance the visibility of research outputs, align institutional practices with international approaches (in particular, the FAIR principles), streamline the processes of publishing monographs and other scholarly outputs in open access, and support the use of open licenses.
