The Ministry of Education and Science of Ukraine, taking into account requests from research institutions and higher education institutions for additional time to prepare the required materials, has extended the deadline for submitting materials for the “Security” research area until September 11, 2026, at 4:00 p.m.

The Ministry of Education and Science will also hold a dedicated webinar on the specific requirements for submitting materials for the state evaluation of research activities in the “Security” research area.

The webinar will take place online on Friday, August 28, at 10:00 a.m.

During the meeting, representatives of the Ministry of Education and Science will provide guidance on the preparation and submission of materials for the state evaluation, as well as on completing the relevant forms, including those in the National Electronic Scientific and Information System “URIS.”

Particular attention will be paid to the issues most frequently raised by participants in the evaluation process, including the completion of quantitative indicators, preparation of descriptions of the impact of research results, and the specific requirements for submitting information with restricted access.

Please note that the submission of materials for the state evaluation in the “Security” research area began on July 30, 2026. The evaluation involves research institutions and higher education institutions—including higher military educational institutions and higher education institutions with specific educational conditions—that conduct research and development in the field of security and defence.

Documents containing restricted-access information should be submitted to the Ministry of Education and Science at 10 Beresteyskyi Avenue (Room 12), under the classified-information procedure (Room 317).

The evaluation is based on 41 indicators, as well as on the impact of research results, including their contribution to enhancing the country’s level of security and defence. Where necessary, information on personnel and descriptions of impact may be submitted under the restricted-access procedure.

Based on the evaluation results, research institutions and the relevant research areas of higher education institutions will be assigned to one of four groups—A, B, C, or D (not evaluated). Institutions and research areas of higher education institutions that successfully pass the evaluation will be eligible to apply for additional core funding for research activities in 2027.
