Participation in the competition is open to teams of young scientists working or studying in higher education institutions or research institutions subordinate to the Ministry of Education and Science. Project teams may include individuals who qualify as young scientists in accordance with the Law "On Scientific and Scientific-Technical Activity."

The deadline for project submission is October 24, 2023.

The competition results will be announced by December 22, 2023.

This year, the competition introduces several important innovations:

• Focus on priority themes from the list of scientific (scientific-technical) problems of key ministries, state services, and agencies to address real issues related to defense, security, economy, and society in Ukraine.
• Establishment and definition of the principles of operation for the Commission of Ethics of Experts.
• Conducting the competition in a new module of the National Electronic Scientific and Information System, which includes clear project/scientist/expert identification and data protection through electronic signatures (ECP), BankID, or Diia.Sign.
• Automatic allocation of projects to experts and sending of expert opinions to project managers in their electronic cabinets after the competition's conclusion.
• Emphasis on timely competition selection to allow project funding to begin in early 2024.
