Description

The Ministry of Education and Science of Ukraine (MESU) has extended the deadline for submitting applications to the competitive selection of scientific and technical (experimental) developments under the 2027 state procurement programme to 6 November 2026. The additional time, provided in view of the challenging security and energy situation in certain regions, will allow research institutions, higher education institutions, and other organisations to complete their applications and submit proposals addressing the country’s current needs.

The competition aims to deliver new applied results that can be used to strengthen national security and defence, support Ukraine’s recovery, and develop its economy.

The state procurement programme covers 13 priority topics, developed by MESU in cooperation with the relevant ministries and other government authorities. The Ministry of Defence of Ukraine, the Ministry of Internal Affairs of Ukraine, the Ministry of Health of Ukraine, the Ministry of Energy of Ukraine, the Ministry of Economy and Environment of Ukraine, the Security Service of Ukraine, and the Administration of the State Service of Special Communications and Information Protection of Ukraine contributed to defining the priorities and developing the technical specifications.

The main topics are:

  • An intelligence and alert system for detecting the movement of personnel, weapons, and military equipment.
  • An exoskeleton to enhance the physical endurance of personnel.
  • A very high frequency (VHF) radio intelligence system.
  • A radar station for surveillance at extremely low and low altitudes.
  • An information and analytical system for automated decision-making on the threat level of network resources.
  • A local artificial intelligence platform for malware analysis.
  • A manufacturing process for special-purpose products.
  • Software for secure automated exchange of confidential data with state electronic registers.
  • A forensic medical assessment system for physical evidence and biological materials.
  • A control system for active-consumer microgrids.
  • An integrated technology for water purification in field conditions.
  • A cryptographic information protection tool for information with varying levels of access restrictions.
  • Technical means of protecting information against leakage through high-frequency injection channels.

The maximum total budget for an individual development is up to UAH 10 million. Depending on the topic, the project duration may be 12, 18, or 24 months.

Who Can Apply

Legal entities, regardless of their organisational and legal form or ownership structure, are eligible to participate, provided they have qualified personnel, the necessary equipment, and an adequate technical and material base to carry out the proposed developments.

Each project team must consist of three to ten specialists. The principal investigator must be employed by the applicant organisation as their primary place of employment.

For the first time this year, projects may involve co-executors, with a maximum of two additional legal entities. This expands opportunities for cooperation among research institutions, universities, and businesses.

How Applications Will Be Evaluated

The main evaluation criteria include alignment with the priority topics and technical specifications, the practical value of the expected results, the level of technological readiness, scientific novelty, the team's capacity, and the justification of the proposed budget.

The evaluation process consists of three stages: scientific and technical expert assessment; review and presentation of the proposed developments at meetings of the relevant panels; and final consideration by the MESU Scientific and Technical Council for the Formation and Implementation of the State Procurement Programme for Scientific and Technical Products.

How to Apply

The application deadline has been extended to 6 November 2026, at 13:00 Kyiv time.

Applications must be submitted electronically through the NAUKA National Electronic Scientific Information System, using a qualified electronic signature or an eligible advanced electronic signature.

Applications containing information classified as a state secret will not be considered.

Detailed participation requirements, the list of priority topics, application guidelines, and the required documents are available in the official competition announcement on the MESU website.

MESU invites research institutions, higher education institutions, businesses, and research teams to take advantage of the extended application period and propose technological solutions that address the country’s concrete needs.
