The Cabinet of Ministers of Ukraine has approved a new Procedure for the competitive selection of scientific and technical (experimental) developments within the framework of forming the state order.
This decision represents an important step in modernizing the system of state support for science and innovation. From now on, the mechanism for forming the state order will be based on a top-down approach, which involves defining priority research and development areas in accordance with the current needs of the state and society.
The new approach is aimed at strengthening the practical orientation of scientific and technical developments and ensuring their alignment with the strategic challenges facing Ukraine today. These primarily include the fields of security and defense, healthcare, energy, industry, digital transformation, and other sectors where new technologies, materials, prototypes, and innovative solutions are required.

It is expected that the implementation of the new Procedure will enhance the efficiency of public funding in science and innovation, strengthen the link between research activities and the needs of the state, and accelerate the introduction of scientific results into the economy and society.
The introduction of this mechanism is an important step toward building a modern system of public funding for scientific and technical research, focused on delivering tangible results and addressing Ukraine’s key development priorities.
