Draft resolution

Under the experimental project, the government plans to finance research and development activities directly addressing specific technological and production needs of businesses. This represents a significant shift in the approach to cooperation between science and industry.

A key feature of the initiative is that, for the first time, the state will assume a substantial share of the financial risks associated with the development and implementation of innovations by companies.

Depending on the size of the initiating company, the state budget will cover:

• up to 65% of the total cost of the research and development project for small businesses;
• up to 60% for medium-sized businesses;
• up to 50% for large businesses.

he remaining costs will be covered by the companies themselves. The specific eligible costs and expected final results will be defined in the technical specifications.

Research and development projects will be implemented on a co-financing basis for a period of up to 18 months in the following priority areas:

• Technological modernisation and development of the national security and defence sectors;
• Development of new energy transportation technologies, implementation of energy-efficient and resource-saving technologies, and development of alternative energy sources;
• Development of new high-tech technologies for the transport system, aerospace industry, aircraft and shipbuilding, weapons and military equipment;
• Development of new technologies for the production, processing and joining of materials, as well as the development of nanomaterials and nanotechnology industries;
• Technological modernisation and development of the agricultural sector;
• Implementation of new technologies and equipment for high-quality healthcare, treatment and pharmaceutical applications;
• Widespread application of cleaner production technologies and environmental protection technologies;
• Development of advanced information and communication technologies and robotics.
