Today, the corresponding module of the National Researcher System of Ukraine became operational. From now on, Ukrainian researchers can integrate verified information about their scientific achievements into the system. Based on these data, researcher rankings will be generated, and those with the highest positions will be eligible to receive state scholarships.
The National Researcher System of Ukraine will create a unified information space on researchers, their achievements, and areas of expertise. This will enhance the visibility of Ukrainian science for the government, international partners, and businesses, while also increasing the prestige of scientific work.
The system also introduces state scholarships for the most productive researchers and academic staff. These scholarships will be awarded based on an objective assessment of research performance.
"The National Researcher System of Ukraine enables a transition to a more transparent model of science support. The state must be able to see the actual results achieved by researchers and support those who make significant contributions to the development of Ukrainian and global science. This is particularly important for young researchers, as the system provides a separate ranking for them and creates additional opportunities for support," said Minister of Education and Science of Ukraine Oksen Lisovyi.
Ukrainian science competes for talent within the global research landscape, while the development of a strong researcher requires many years of education, practice, and professional growth. The National Researcher System is expected to help reduce the outflow of researchers and preserve the human capital of Ukrainian science.
Researchers will be able to submit information on publications and citations, grants, patents, supervision of early-career researchers, international cooperation, and other scientific and technological achievements.
The system will consider only confirmed and verified research outputs. This will ensure that researchers are evaluated according to transparent criteria and will minimize subjectivity in the ranking process.
Based on the submitted information, two rankings will be generated:
Participation in the National Researcher System of Ukraine is voluntary.
Following the ranking process, researchers with the highest positions will be eligible to receive state scholarships. In 2026, UAH 190 million has already been allocated for this purpose. This funding will support the first 2,650 top-performing researchers. The monthly scholarship amount will be UAH 10,000, and scholarships will be awarded for a period of two years.
Information can be submitted through a personal account in the URIS National Electronic Scientific Information System from 18 June until 13:00 on 20 July 2026.
To facilitate the submission process, specialists from the Ministry of Education and Science of Ukraine and the State Scientific and Technical Library of Ukraine have prepared detailed guidelines on completing the required information.
Following the submission period, the verification of data will begin. Subsequently, researcher rankings will be compiled, and the highest-ranked researchers will be awarded National Researcher System scholarships for a two-year period.
The launch of the National Researcher System of Ukraine was announced by the Ministry of Education and Science during the National Forum “Research Project Manager: From Grant to Impact”, held in Lviv on the occasion of Science Day.
The implementation of the National Researcher System became possible, in particular, thanks to expert and analytical support provided within the framework of the joint project of the Ministry of Education and Science of Ukraine and the World Bank Ukraine, “Ukraine Improving Higher Education for Results Project (UIHERP).”
URIS (National Electronic Scientific Information System) is a state digital platform for collecting, verifying, and analyzing data on research activities in Ukraine. It consolidates information on researchers, institutions, and research outputs, while also helping to automate selected processes within the national research and innovation ecosystem.
