On 21 October 2026, the Fifth International Scientific and Practical Conference “Open Science and Innovation in Ukraine 2026” opened. Organised by the State Scientific and Technical Library of Ukraine in collaboration with its partners, the two-day event brings together representatives of government bodies, Ukrainian and international research institutions, universities, libraries, and organisations working to develop open science infrastructures.
The conference is being held online and provides a platform to discuss how open research practices, digital services, high-quality research data, and international cooperation can strengthen Ukrainian science and support its integration into the European Research Area.
The first panel focuses on the development of Ukraine’s national research infrastructure, integration into the European Research Area, open research information, and new opportunities for international cooperation. Presentations address the development of the Ukrainian Research Information System (URIS), the open infrastructure CORE, access to Southern Ocean data, and the experience of European projects, including POLARIN.
The second panel focuses on current challenges in research practices and reforming research assessment. Participants discuss the quality of scholarly journals, the development of Diamond Open Access, research information systems, the role of the European Open Science Cloud (EOSC), and the impact of open science on the visibility, collaboration, and assessment of research outputs.
International speakers include Joanna Ball, Executive Director of the Directory of Open Access Journals (DOAJ); euroCRIS representatives Joachim Schöpfel and Pablo de Castro; Jessica Lindvall, a member of the EOSC Association Board of Directors; and Iryna Tykhonkova from Clarivate.
These discussions are essential to developing a transparent and responsible research assessment system that values not only quantitative indicators but also the quality, openness, and societal impact of research.
The third panel addresses open identifiers for research organisations, research data management, scholarly communication, and research reproducibility. The development of interoperable metadata, persistent identifiers, and sound research data management practices helps make Ukrainian research outputs easier to discover, verify, cite, and reuse within the international research community.
Further discussions and practical case studies are coming up. On 22 October, participants will explore research integrity and ethics, copyright and patent law, innovation, cooperation between academia and business, and the development of digital resources and research skills.
