On 5 November 2026, the State Scientific and Technical Library of Ukraine (SSTL of Ukraine), together with Taras Shevchenko National University of Kyiv and the British initiative Supporting Ukrainian Publishing Resilience and Recovery (SUPRR), will host a roundtable entitled “The Infrastructure of Legitimacy: Why Ukraine’s Recovery and Integration Are Impossible Without Scholarly Publishing.”

Scholarly publishing is more than a channel for disseminating research results. It is an essential infrastructure that builds trust in science, supports academic integrity, preserves knowledge, and strengthens the international recognition of Ukrainian research. In the context of Ukraine’s recovery and integration into the European Research Area, the development of high-quality scholarly publishing has become a strategic priority.

SSTL of Ukraine contributes to this professional dialogue on the future of Ukrainian scholarly publishing, the advancement of open science, and the creation of conditions for greater visibility and accessibility of research results. The Library’s involvement reflects its commitment to strengthening scholarly communication, promoting international best practices, and fostering closer links between the Ukrainian research community and the European research landscape.

Among the key speakers is Tetiana Yaroshenko, Deputy Director and Head of the Open Science Centre at SSTL of Ukraine. Her participation brings the Library’s experience in open science and the development of modern approaches to scholarly communication to the discussion.

The participants will discuss strategic priorities for university scholarly publishing, including:

  • improving editorial practices and compliance with international standards;
  • developing digital infrastructure for scholarly publications;
  • increasing the international visibility of Ukrainian research;
  • disseminating research results and enhancing the societal impact of science;
  • integrating Ukraine’s scholarly publishing ecosystem into the European Research Area.

The roundtable will be moderated by Hanna Kharlamova, the project’s academic lead and Professor at the Department of Economic Cybernetics, Faculty of Economics, Taras Shevchenko National University of Kyiv.

The event will serve as the concluding event of the research project “Theoretical Foundations for Harmonising the Editorial Practices of Ukrainian Scholarly Journals with International Standards for Ukraine’s Competitive Integration into the European Open Science Area,” supported by the National Research Foundation of Ukraine.

The programme will include the presentation of a roadmap for the digital and socio-economic transformation of Ukraine’s scholarly publishing ecosystem for 2026–2030, a collective monograph on the development of university scholarly publishing, and the concept for a Ukrainian Association of University Publishers.

We invite everyone interested to join the discussion!
