This year, Category B has been formed under new regulations that strengthen requirements for the quality of scholarly journals, transparency of editorial policies, publication ethics, peer review procedures, open access practices, and the reliability of information, including content published on journal websites.
Journals included in the updated List are recognized as professional scholarly publications from 1 June 2026 to 1 June 2029.
“A scientific publication should not merely serve as a formality for reporting, degree completion, or programme accreditation. Rather, it should represent the outcome of genuine research and the dissemination of its results. For this reason, updating the List of Professional Journals is an important step toward strengthening trust in Ukrainian science. The updated List includes 1,298 scholarly journals that meet enhanced requirements for peer review, transparency of editorial policies, and academic integrity. This is about the quality of scholarly communication, the responsibility of editorial boards, and fair opportunities for researchers, doctoral candidates, and early-career scientists,” said Deputy Minister of Education and Science of Ukraine Denys Kurbatov.
By 30 April, founders of scholarly periodicals submitted their applications through the URIS system. Subsequently, the Ministry reviewed the submitted materials, verifying the completeness of documentation, the accuracy of information regarding the journal, publisher, editorial board, scientific profile, website, and journal policies.
By 30 May, the Ministry compiled ranked lists of journals within the relevant fields of knowledge and scientific specializations. It is important to note that these rankings served solely as a working tool for further consideration by the Commission on Publication Ethics and for the formation of the final List. Inclusion in these rankings did not automatically guarantee a journal’s inclusion in Category B.
The Commission evaluated applications, the results of the preliminary assessment, and each journal’s compliance with the requirements established by the updated Procedure.
Particular attention was paid not only to the information declared in official documents, but also to the extent to which such information was demonstrably reflected on journal websites and in published materials.
