Ukrainian research institutions and higher education institutions may receive grant funding from the Ministry of Education and Science of Ukraine (MESU) of up to UAH 199,000 per year to implement international research, technological, and innovation projects in the field of disaster resilience, response, and recovery.
Applications are now open for the Eureka Disaster Resilience, Response and Recovery Call 2026, launched under the Eureka Network Projects Programme at the initiative of Türkiye’s national funding body. Ukraine has joined the call, and the Ministry of Education and Science of Ukraine serves as the national funding authority for Ukrainian participants.
The call aims to support international research, technological, and innovation projects that strengthen disaster preparedness, emergency response, and post-disaster recovery. Eligible projects may involve the development, adaptation, validation, and scaling of innovative technologies, products, services, or processes.
For Ukraine, participation in this call provides an opportunity to engage research institutions and universities in international consortia and support solutions that may contribute to recovery efforts, public safety, infrastructure resilience, healthcare, communications, search and rescue operations.
International consortia consisting of at least two independent legal entities from a minimum of two countries participating in the Eureka call are eligible to apply. Projects must involve international collaboration, focus on research or the development of an innovative product, process, or service with commercialization potential, and pursue exclusively civilian objectives.
Projects may last for up to three years. Ukraine expects to support two to three participants per year under this call. Subject to the availability of additional resources, the number of supported participants may be increased.
Ukrainian small and medium-sized enterprises (SMEs) are encouraged to participate in consortia on a self-financing basis.
Projects must include both research and innovation components. Activities limited to humanitarian aid, awareness campaigns, training programmes without technological development, procurement of ready-made equipment, or standard reconstruction measures are not eligible.
The call supports solutions that can be piloted, implemented, or scaled after project completion. Projects are expected to start at Technology Readiness Level (TRL) 5 or higher. Fundamental research falls outside the scope of this call.

Following eligibility checks and successful evaluation, projects may be awarded the Eureka Label. The final stage involves signing a consortium agreement among project partners.
Applications will be evaluated according to the Eureka Network Projects methodology. Key assessment criteria include:
Experts will assess the clarity of the target market definition, the competitive advantages of the proposed solution, its potential economic, social, or environmental value, and the realism of the post-funding implementation strategy.
The scientific and technological excellence of the project, its level of innovation, technological maturity, risk assessment, and the capacity of consortium members to deliver the proposed activities will also be evaluated.
In addition, evaluators will consider the quality of international collaboration, the distribution of responsibilities among partners, managerial and financial capacities, budget appropriateness, and the added value generated through international cooperation.
Based on the evaluation results, experts will identify the strengths and weaknesses of each proposal and provide an overall recommendation regarding its suitability for public funding. National funding authorities may conduct additional assessments in accordance with national regulations before making final funding decisions.
National funding authorities may request additional documentation or procedures in line with national requirements. Failure to provide the requested information may result in an applicant being deemed ineligible for state financial support.
